How to activate filters in excel?

There is a large table in xls format, I want filters in the first column. I open it in excel, there are no filters, and the section with filters is not active: when you right-click in the filters section, all items are inactive, and there are no active elements in the data section either.
Tried to open in LibreOffice 4.2 everything is all right there. There is a section filters and you can enable them. I tried to save it in xlsx and then open it in excel, the select appears in the first column, but it is not active, it writes (all) on hover, but the filters still remain inactive.
