How to achieve the feeling of a super-modern site?

So, I wanted to achieve the impression of super-modernity from my site. But it looks like a site from the 90s no matter what.
Maybe there are some rules/secrets/magic to achieve this effect?

In what sense did it look - externally or technically?
If outwardly, purely from the standpoint of the user, then, firstly, we need layout and design. Modern and adaptive. You can use ready-made UI frameworks like Bootstrap. Quite modern. It certainly didn’t exist in the 90s)) Although its standard Theme, perhaps, is not minimalistic enough, it’s kind of roundish)) would change it a bit.
Secondly, AJAX is needed. Where it is needed.
That's it, nothing more is needed here.
If you want modern offal, then this is completely different.
Long story, but the main thing:
1) Not just AJAX, but a full-fledged REST API that can return not HTML, which is stupidly inserted into the page by JS, but full-fledged JSON, convenient for use from mobile / desktop clients, and not just from JS with a DOM API. Here it is difficult to do without solutions like ReactJS
2) jQuery
3) On the MVC server and in general everything is harmonious
Another question is whether such modernity of giblets is good, judging objectively.
Let's say Google and VK have completely non-modern giblets. Their AJAX returns not JSON, but HTML the old fashioned way, sometimes carelessly wrapped in JSON (and VK is not even wrapped), there is no jQuery at all, MVC (and indeed a clear architecture in general) too, but there is a cross-platform REST API though , but it is very careless and it is not the giblets of the site, but is stuck on the side.
At the same time, for some reason, they are doing much better than, say, Mail.Ru Group, which are big fans of modern giblets and everything modern in general, but among the people they have the unflattering name "mail.sru", and let's say Google does not have such a nickname .
So how is it? Do the developers of Google and VK lack modernity, and they cannot find modern developers for themselves? Or maybe they don’t need it, and it would even be harmful? Think.

I would start by looking at what designs are relevant today (Material, Flat, etc.) and make a website in accordance with these guidelines. Next, make the site adaptive for any device. Well, after that, it's up to you.

The site does not have to look modern, because these bootstraps and the subway on every second site, to the point and out of place, are already rather tired. IMHO, it is better to work on the functionality and convenience in the frontend, without forcing the user to wind fashionable sheets of photos and divs in 4 directions.

Watching what you want. If it's a landing page, then it must be a full-screen video, scrolling with slides, svg animations, and so on. There are a bunch of jQuery plugins for this.
If a web application, then you can use React + material-ui, Angular + angular-material, or Polymer - all this can easily create a site with material design. If you want cool animations, like in android, then I advise polymer.

Use a paid template for Bootstrap.
Looks more expensive than it is. Adaptability for all devices is a plus. I take themeforest.net
