How to achieve normal display of colors in Vim under Cygwin?

Hello!
So I decided to use Vim under Cygwin. For some reason the colors are not displayed correctly. Variable TERM=xterm-256color (in Mintty settings and in .profile). Added t_Co=256 to .vimrc. As a result, the desert theme looks like this:

Is there any way to fix this?
Thanks in advance.
PS I found a solution in the form of CSAprox/guicolorscheme plugins. Is there any way to solve this natively, without plugins?
