How to access the volume?

I just connected a volume created in Linux and formatted in fat32, but Windows does not let me go there. For some reason, there is no "security" section in the properties. And manipulations in "access" give nothing.

Why? I'm the owner of the laptop and I allow!

How to fix it?

Ps formatting is not an option

Because the file system is not NTFS.

Who cares who owns the laptop?
You have a network folder and do not have permission.
