How to access the Internet under different accounts + different connections from one computer?

Is it possible to make "two/three/four.. Internet access" on one computer in different accounts?
independent of each other and not interfering with each other?

the task is to take a computer, create 3 accounts in it and connect each one to your Internet via a USB modem (BEELINE, MTS, MEGAFON)

in order to simultaneously sit in each account "from your modem" and so that each account has its own Internet connection.

But it is much easier not to suffer with three modems, but to rent several proxies, and release each user through his own proxy.

you can do it directly and simply through virtual machines.
if native then IMHO there will be a lot of drochev with the distribution of packages.
