How to access the control panel of the camera and router from outside?

There is a video recorder, which can be reached on the local network at 192.168.0.100, a web page opens.
I would like to have access to this page from the Internet. There is a static IP address.
How can I enter the stat ip and port, for example, a specific one, to open the webcam control panel?

In the router menu, select: "Forwarding" - "Virtual servers", click the "Add" button.
"Service port" - specify the port number through which you will connect to the registrar from the outside, for example 8000.
"Internal port" - the registrar's web port, usually 80
"IP address" - specify 192.168.0.100
"Protocol" - "All
" Status" - "Enable"
"Save".
After that, when you enter xxx.xxx.xxx.xxx:8000 , the web interface of the registrar should open (substitute the external IP instead of x).
