How to access group policy?

Such cases, there are administrator rights from the domain. This admin panel can only delete shortcuts. When installing any executable, when it comes to entering the admin panel, it swears, referring to Group Policy (Group Policy).
Then, I open the group policy with the gpedit.msc command and it says something like "you do not have access, go fuck yourself."
Then I went to the explorer, there is drive C, in drive C group policy files, even with the admin panel, they are not deleted or edited, and nothing on drive C can be edited or deleted.
What can I do? Untie from the domain, if possible, how? Or somehow bypass group policy?

Group policy is set by the domain controller. It is clear that you cannot change it locally while the computer is in the domain. To ignore group policy, you can boot into safe mode and log in as a local administrator, do your dirty deeds (by installing software) and reboot into normal mode again and work in the domain.
