I have a google spreadsheet with 5000 rows;
How to make it so that the other person via the link can only edit their own part of the range.

1) Select a range of cells.
2) In the Data menu, click Protected sheets and ranges
3) Prohibit editing by everyone except yourself
4) Hide these columns (hide) !

No way. The minimum unit for which permissions are assigned in Google Docs is a single document.
Distribute the front of work into separate files.

In order to have access to a certain range of cells, only you need to:
1. Select the range of cells that you want to block for other users.
2. RMB > "Protect range..."
3. "Set permissions" button
4. Specify who will have access to the selected range of cells.
