How to access a site that is on a home server via the Internet?

Never before didn't, got stuck. Initial data:
- There is a constantly working computer, where the site is located on the Apache web server. From my local network, I can access it when I go to the browser on the local IP address of the computer 192.168.0.106
- In the router settings DHCP -> Address reservation, this IP is assigned to the MAC address of the computer
- There is no static external IP yet, as long as dynamic is used
As I understand it, in the Forwarding -> Virtual Server section, I must set the local IP address of the computer to which I will connect, the service port and the internal port. Here the question is immediately - can I select any port (except for reserved ones)? Should these service port and internal port be the same? Do I touch the rest of the settings?
Again, as I understand it, after that I can dial my external (still dynamic) IP, which is given to me from the provider, and the port number in the address bar (for example 77.77.77.77:9999 ), after which I should see my site, even when not in my local network, that is, my site should be visible to the entire Internet.
But that doesn't happen. Where am I wrong?
