How to accept incoming connections through VPN?

I have an Ubuntu computer that is connected to the Internet through a local ISP. This computer works CM (24/7) And I need to periodically log into it via ssh. But it seems that any external requests are simply prohibited, all attempts to reach outside end with a timeout. Tracing too. Although the ping is passing ...
So I thought, is it possible to get out in such a way that to raise the VPN channel to some less overseen server, where is it already to accept incoming connections for this computer? Or maybe there are simpler or better options that I don't know about? Please share. Interested in everything that can help - just the names of technologies for Google or useful links to the topic.
The provider is local, but as I understand it, he "goes out" through Rostelecom (judging by the external IP). In addition, I note that all packets to the 53rd port of any server, except for the host, are blocked to death. But this is not essential.

will check everything without a white IP because you are not alone on this IP, so this is a forced-natural behavior of the provider
