Negotiate with the bank and write an integration plugin.

Not on woocommerce. Otherwise, merge all the data to hackers

Hello!
On Woocomemrce, you won't accept payment... unless you write your payment system from scratch, connect SSL to the site, etc.
If you need to quickly draw up contracts, then 2checkout & stripe. One of them generally quickly considers applications. Although PayPal supports accepting payments in the territory of the Russian Federation, I don’t know their conditions. In any case, you must have a Business account.
If you are not too lazy to connect contracts, then Sberbank

Fully agree with azerphoenix .
You need to write your payment service from scratch, connect it to visa or mastercard and other methods (if you want), and then you can accept. If you attract specialists to develop such a solution, you will actually become a payment service that does not differ much from free-kassa, Yandex.kassa, etc., including the cost of such a service.
The best option would be to use a payment service that is already integrated with visa and mastercard. And then choose who you like best, who has easier integration, lower commission or other characteristics.
I recommend FONDY, it is suitable for both the Russian Federation and Ukraine. Plus, they have a cool plugin for the woocommerce eco-system, which is important, it accepts cards in any country... The choice is yours..
