How should the VPN server be located correctly in order to send requests through it?

There is a public wifi network for internet access and my laptop. If I'm not mistaken, then my laptop is located in front of the router from which the Internet is distributed. This means that a client must be installed on my laptop to encrypt traffic. And the server that receives requests from the client will be a separate vpn server on a remote machine.
Will it be possible to organize the transfer of requests in this way?

Yes, it will.
Another thing is that in some cases, you do not need a VPN, HTTPS is enough.
What HTTPS does not protect against - it does not protect against the fact that everyone who listens to traffic will know which site you open, but will not be able to know what you received / transmitted from this site.
