How secure is it to store sensitive information on a VPS?

There are several VPS on Windows 2019 for remote work. Colleagues go there to download confidential information. Can the hoster view these same files in some way?
How confidential is such storage of information on a remote server, and how can it be protected from the host?
We are not talking about the security of the server from hacking from the network, it is a question from the data center.

Not!
The hoster will be able to access your data in any case if he wants, even if you encrypt it.
The only way is to encrypt confidential data at home, upload it to the VPS in encrypted form, do not decrypt it on the VPS and do not work with it. Then the hoster will not be able to access them.

From the host - no way. Depending on the category and value of your "confidential information", the hoster can imitate anything for you - everything depends only on the budget of those who want to receive it (which is why it is considered that the violator has an unlimited budget).

Is it possible to encrypt it so that the key is stored somewhere outside the server and does not fall on it. As in the same mega.nz, where files are stored in encrypted form, and decryption keys are added to the links exchanged by users.
