it's hard to talk about it "from the ceiling." according to my observations, we are very tight with interface design.
a good interface is expensive, if only because it must be done in iterations, constantly testing on real people. I'm even afraid to guess how much it might cost in total. months of work for several specialists, if done from scratch, and testing.

Well, in my opinion, it will cost no less than $3,000 if the contractor composes the TOR together with the customer (as I understand there is no TOR now), draw the interface, create html/css/js, and do testing.

15-30$ simple template for cms, there are a lot of sites selling them.
for starters, it’s quite suitable, and most importantly, it will teach you to limit yourself to standard layouts, and not to produce your own for each module.
and if you make an original one, then it all depends on the complexity, the designer and how much he will bother with trifles. I have a friend who charges $150 for an original icon, think how many there can be in the admin panel.
