Hello, I am programming under the Android OS, the translator program interacts with Yandex tranlsate api, the application's capabilities are translation from more than 30 languages, after translation you can click on the column button and the text will be spoken, there is a SlideMenu in which all incoming SMS and when you click on one any of them is translated, the design is somewhat reminiscent of Google Translate.

As I understand it, the question sounds like "how much are you willing to pay for such an application" (just by the title, I would say - "for how much this can be developed").
The main functionality is free (not you translate, but Yandex). An additional couple of goodies (for example, remove ads, add which thread filter to search for SMS, the ability to answer SMS from the application with a translation, what the thread is) - from 1 to 10 bucks, depending on the functionality.
It would be necessary to clarify whether it is possible to use the Yandex API in a paid application at all. Although if you don’t take money for the transfer, then you can probably do it.
