How many responsive layouts do you need to make?

When a customer asks to make a website, how many adaptive layouts do you need to make, is the mobile version included, or is it paid separately? And in general, can you share how you build a pricing policy with a customer?

It’s a rare case these days when a site is needed without an adaptive, so keep in mind that yes, you need it. At least 2 layouts to cover 2 extremes (tablet can be generally identical to the desktop version, with the exception of rearranging some of the blocks, so it is not always necessary to design every layout for a tablet).
At the same time, layouts, in principle, are such a tool, in the absence of a guideline and prototypes. The first one, during development, will allow you to type as many layouts as you like in any format (fortunately, modern tools allow you to use the component approach), and the second will give you starting points on how to package.
All this, of course, affects the price, it may be easier to focus on the cost of man-hours in the calculations.
