How many PCI(CPU) lanes do I need to build with an M.2 drive?

I want to install a PCI-E 3.0 x4, M.2
CPU - Intel Core i5-9600K (PCI-E 3.0 x16) interface into a new PC, which the video card "eats" entirely. Does this mean that by installing a disk that requires 4 more lines, I will lose video card performance?
