How many links can be placed from one site to another site?

I have a site on which I have 170 pages which is closely similar to the site of my customer (wedding bouquets)
what if from these 170 pages I place dofollow links to the site (to the main, secondary pages, etc.) of the customer? can there be sanctions from PS?
