How many hours are in Heroku free plan?

Good afternoon!
In the condition of the Heroku "Free" tariff, it is written about 1000 Dyno-hours per month, this is for verified users, and not verified - 550 Dyno-hours.
The question is, what do you mean by verification? confirmation of a payment card or a one-time fee?
I read there, it seems like you just need to confirm the card, without payments.
One more question , If on average, in a month ~ 720 hours, then, as I understand it, the server can work 24/7 for life (if 1000 hours are given monthly)?
PS I hope my little (one) NodeJS application works - around the clock :)

if anything, there is still Bluemix and Amazon,
but with the map there are the same jokes

There is also Google AppEngine, you can make a fictitious OpenShift
Map - on Qiwi, for example, in 3 minutes.
They'll take $1 or so to check.
