No, it's not normal, and you mean a status poll? they are all registered, with an incoming call the client is transferred to IVR and if he did not dial anything, his call goes into the ring for the group of managers (300) for all managers with numbers 301-308 the phone starts ringing.
ask them for a specific output of sip logs. just don't forget to erase the numbers

We have freepbx, 250 managers, a lot of groups. PBX on a virtual machine. There are no such problems.
