How legal is it to write scam programs?

If the customer wants to get a program that does something illegal, like a phishing site, then the contractor who received money for his code is a criminal?

I am not a lawyer, but I am sure that from the point of view of the law there are nuances.
But do you think it will make any difference? If they take your customer seriously, they will rake in everyone they can reach. Not even your ISP. Do you not know our system?

Certainly.
You, by virtue of your education, are well aware that you are entrusted with a task that violates the law, but you take on its execution. All point. In legislation, both the action and the intention to do it matter. You, realizing that the received program will be used to violate the law, took up writing it - so you are an accomplice.

Yes, and you will go by a steam locomotive through a group of people, but most likely as a performer.
But this also has advantages:
1. You will not do what is not legal;
2. You will have less time.
