How it is better to organize 2 DC domain controllers?

The first DC already exists as a virtual machine on hyper-v server 2012. A terminal server for 25 users and another virtual machine are hanging on the same hypervisor. There are no issues with him yet.
There is no second DC yet, there are two organization options that I outlined for myself:
1) Windows Server 2012 + dc on it + it plays the role of a hypervisor for one virtual machine - a terminal for 10 users.
2) As for the first DC, make it virtual on hyper-v server 2016
What is the first option that the second option will organize RAID1 on the physical server.
If there is option 2, then the DC will hang out on the same RAID1 as the physical hypervisor, only on a different broken logical disk, the terminal server is also on a different logical disk

I implemented it like this: 2 Hyper-V 2012 r2, each spinning on a DC virtual machine. These virtual machines do not move anywhere and lie on the disks of the server itself. The rest of the VMs are managed by the cluster.
