Google cannot insert a map image in ways other than using the Google Maps API.

Read paragraph 10. In particular 10.8.
I skimmed through the Bing Maps API license agreement . It seems that you can do this if you put a logo and copyrights on a static image. But the following paragraph confuses me in the license:
In developing Applications, and in using the service, you may not:
- attempt to make a local non-cache copy, or help a third party attempt to make a local non-cache copy, of any content provided through the service;
Read carefully the license, I think the issue will become clear.
