How is the replenishment of the account at the time of payment authorization?

Friends, the following question arose, please help me figure it out:
1. How is the replenishment of an account (for example, a mobile phone or a bank account) organized when paying with a card from the site?
As I understand it, after entering the card details on the site, the payment is authorized at the issuing bank. In this case, the service provider (mobile operator) receives information about authorization immediately and immediately replenishes the client's account. The client, in turn, can use the received amount as he pleases: receive services (in the example with a mobile operator, speak on the phone), withdraw in cash, etc.
In fact, the service provider will receive money from the acquiring bank in the best case in a day, and in the worst - in 3-7 days.
Do I understand correctly that in order to top up the customer's account immediately after the payment is authorized, the service provider "credits" the customer for the amount of the payment and assumes the risk in case the cardholder disputes the payment?
2. If we replace the mobile operator with a bank and consider the operation of replenishing a bank account from an arbitrary bank card issued by another bank (Rocketbank and Tinkov and, probably, many others have such an opportunity), then it turns out that the client can use money on a bank account until the actual moment of their enrollment. How do banks "beat" such an "online" account replenishment without actually receiving money to them? As far as I understand, based on stringent regulatory and reporting requirements, a bank cannot simply increase the amount on a client's deposit without any reason. In the same place, there are no real loans with%?
