The client-side is written using the AngularJS framework. There are many implementation options and they are all quite simple - two way data-binding solves.

Here you can see only the frontend buttons on ajax.
How it is implemented in the site itself is unlikely to be known. What makes you think that this is the simplest solution? Just because it reacts quickly? This is an ajax plus, not a localization solution.
The question is where the locales are stored - in the sql / nosql database, in the configuration file, directly in ajax - is unknown.
