I'll theorize on this from my own experience.
I wrote and implemented programs for the work of employees.
Before that, well-known programs were used, but they were suitable insofar as they were.
Yes, job cuts. More precisely, their preservation - the company developed, the same employees picked up the increasing volume without any problems, since labor productivity increased. The same fact made it possible to raise salaries for employees (they actually began to bring more benefits). This made it possible to minimize turnover and thereby improve the qualifications of the staff. Since the results of labor have not only quantitative, but also qualitative characteristics, even without increasing the amount of work assigned to the employee, it was possible to raise the quality bar.
By the way, there is a strong feedback. Those quality characteristics that can be controlled automatically are controlled by the programs themselves. Those nuances that allow you to improve the quality with presets and options are moved to the settings and program menus.
Since the programs are internal development, there are no licensing issues for third-party software. The software that was used before has changed several versions over the past time - you can multiply the cost of discounted licenses by the number of versions. Plus their admin service when something goes wrong. Internal programs just work, as they were written for the same environment.
There are no new requirements for the OS or libraries, so there is no need to update computers either - literally now P4 is used calmly and without complaints. The transfer of some workstations to Linux did not create problems - the source codes of the programs are available, the libraries used are cross-platform.
The use of branded materials on the official site did not require parsing of closed file formats - all used formats are known. In addition, these formats are not binary (no need), so the parser is easily written in any desired language, and there are no pitfalls.
In general, decoupling work from third-party programs and formats allows you to respond flexibly to any changes in circumstances that cannot be predicted in advance.
How to express this with any numbers - I just find it difficult to even imagine ...

payback period
costs for the development process itself (budget)

The economic effect is calculated according to various indicators and formulas, depending on what kind of software it is, who develops it, why it is developed, where and how it is used. Main indicators: for own needs / for sale, to reduce time / to reduce resources, main / auxiliary, etc. - for this everything has its own calculation criteria.
