How is the degree of brightness measured for the Bloom effect?
There is Post processing, it has the Bloom effect. In the effect settings there is an item "threshold" - the type of threshold for the brightness of the pixel color on which this effect will act. With a value of 0, the effect is applied to pixels of any brightness, and the higher the value, the greater the brightness of the pixel must be in order for the effect to be applied to it. And here's the problem, in my opinion, the maximum number of the threshold is 1.4 (according to sensations), but what number is really the maximum for it and what kind of number is it, how to find out what degree of brightness of the pixels in the picture and equate it to this threshold?

Personally, I just pull everything by eye and see how it will be prettier. I can’t answer your question because I myself have the English version of the unit and, in principle, I don’t understand such fine settings. But it’s better not to use post processing, it eats performance a lot, but if there is no way out, you can indulge :)
