How is the creation of a site on cms?

It is necessary to create a site, and it is obligatory on cms. I can make up the site itself, but I have a poor idea, or rather, I have no idea what to do next. How to bind what has already been laid out to cms, or some code must be laid at the layout stage.

I would like to recommend modx, but Wordpress seems to be more useful for you - it depends on what "with blog elements" means)) there
is a huge pile of materials on both systems.
