How is the application prepared for deploy?

Created an application. Are there any other preparation steps before publishing on the Play market?
Or when you publish on the play market, it is during this period that the application is being prepared?
Meaning:
Point A is the creation of the application.

First of all, you check that all requests are going to the production server, and not to the dev ones. Then, if you are building for the Play market, you need to sign the application. Then you create a Google account and go to the play market console. I understand that you will still have to pay Google a small amount of money. Then you create your application page. You will be asked to upload screenshots of the application, a banner for the page, describe the application, and so on. Your goal is to get permission to download the app. Until you fill everything in, you will not be given the opportunity to download the apk. If you have filled everything in, you start uploading the application to the server, and problems may arise here: a small SdkVersion or you loaded it with one key for the first time, and now with another. Thus, the application is configured and uploaded to the google play market.
