The connection suddenly ended (after three and a half minutes it was restored, because I was able to create a question). It is clear that this provider is weird (Onlime, Rostelecom). But what does he do? Secret tests of the new system? Mistake? Cat tangled in wires? What?

Параллельно был пинг к twitter.com, такая же картина была, только быстрее восстановилось, ровно за 2 минуты. А до Тостера картина наблюдалась 3.5 минут.

There is no ring here.
There are only replies from 95.167.94.213 that Destination Unreachable.
This could happen due to, for example, the fact that for some reason the BGP session at the provider's router with the upstream one fell, and while it was rising, it corny "didn't know" where to send your data next.
Two to four minutes is quite similar to the time for reinstalling all routing information. Or, inside the provider network, some kind of transit router rebooted, and at that time your site fell out of the backbone network.
