How is it more adequate to group pages when laying out multi-page sites?

What is the best way to structure HTML pages? I have about 20 external pages in the layout, and about two times more internal ones, how to structure them correctly so that I don’t get confused myself?

Now I'm thinking of putting them in folders, but I would like to know how this is done by more experienced colleagues. Share your experience.
