How is it encoded?

There is a link from the shared resource to the user's photo. Which looks like this:

I'm interested in the highlighted part, most likely these are encoded numbers from the Active Directory field: EmployeeID: 578355
Is this the question? How is it encoded?

What you need in the end: for a program in C #, pull out a user photo and substitute its EmployeeID from AD. The code for this is written, but there is no understanding of how to generate a link. Maybe someone came across.
