How is floating point arranged?

A number is entered in the 10th number system and converted into a floating-point binary fraction. Help me understand with an example.
Example:
Given a number in the 10th -12.56 , I translate into the 2nd I get -1100.10001111
Next, I convert -1.10010001111*10^3 Is this how it's done?
Why am I asking here, for example, they do it differently and I can’t understand where the line highlighted in red comes from.

In the binary representation of floating point numbers in accordance with the IEEE 754-2008 standard, the unit is not stored in the notation for the number. Notice how the number 1.0 looks in binary. There are also many online converters from decimal to binary representation and vice versa. Here is one of them: www.binaryconvert.com
