Good day. I am not a citizen of the Russian Federation, the employer is located in the Russian Federation. Now he is asking for a scan of my passport to draw up an NDA. How correct is the request to ask for a document and is it worth sending?

If you find fault with the letter of the law, then the company does not have the right to ask for a scan of your passport (as well as data in general). If this is a dubious company, then there is a certain risk to provide a scan of the passport, although not a big one.
For large offices, during an interview, an NDA and consent to the processing of personal data are often really needed, and your passport data is needed to compile these documents. And when drawing up an employment contract, you will definitely have to provide this data. In summary, if you want to work, it's easier to go to meet the employer and send a scan or reprint the information you need. As correctly noted above, the employer does not need the scan itself, it is the data that is needed, just requesting a scan is easier, faster and more understandable for the candidate.
ps believe me, from personal experience, some candidates cannot retype incomprehensible letters and numbers from the passport, they can take a photo in whatsapp at most. And there are some that even this is not possible. At the same time, processes in companies are trying to build as unified as possible.

Just in case, I would make a watermark on the scan for which company and for what purpose this scan was made.
