How is a web designer different from a web developer?

1. These are two completely different professions.
2. There is nothing in common. The designer draws in Photoshop/sketch. The coder works with HTML+CSS code. Another thing is that these professions must know about each other and understand some principles of each other's work, so that the result is a website, and not something that is not clear.
3. First, a design is drawn, then it is typeset.
4. The importance of both professions is the same.
Yes, as in all other areas, there are generalists who can both draw and typeset. But the quality will be nothing, specialization decides.

A good designer knows how to combine colors, knows about usability and where to place things correctly.
The layout designer takes a design layout and uses software tools (if we are talking about web css + html + js) to create a working product.
