How is a developer different from a programmer?

Often I see vacancies like "a web developer is required, not a web programmer"? What is the difference?

Engeneer - an engineer who knows how to solve engineering problems (usually something like a signer and above). 5/5
Developer - a developer who can develop something. 4/5
Programmer - programmer, can program something (quality and reliability are lame). 3/5
Coder - coder, knows how to code (type code on the keyboard under dictation). 2/5

Lots of answers making the problem even worse! The topic is confused, and it is most often confused by framework operators, site editor operators (who overestimate their experience and want to elevate themselves in the eyes of the environment), "specialists" for hire and grief "programmers" who have built hundreds of job search sites on their knees (not wanting to go deeper figure out the structuring), and this is also the fault - almost everyone does not like to fully understand what responsibility is, they just mold it on "and so it will do"!
