How in phpstorm "php" > keystroke > ""?

Looking for a keyboard shortcut, or hotkey, which in phpstorm is "php" > keystroke > "<?php ?>"?
tab doesn't work, turns php >

Settings => Live Templates => Click on the plus sign (create a new template)
