How important is the menu in the header of the site?

I want to know opinions, is the menu in the header so important, many sites have it. But we don't, when we were designing it, the designer decided not to include it. Is this really important?

If you have your own vision and you are brave - then no, not an important thing. The main thing is that your site reflects your vision and no one else's.
There are no generally accepted rules of what should and should not be on the site.

If this is a city administration website or a news resource, then, IMHO, you need a menu in the header. Although it all depends on how navigation is arranged on your site.

If you are creating an online store or a news resource - it is important, if a designer's portfolio site is not important. If the site with a registration form - it does not matter. In short, I think you have already understood that it would be necessary to describe in more detail what kind of site.
Designers' decisions often do not correlate with the opinion of a manager or user, sometimes there are especially stubborn ones who have not bothered to read anything on usability, but they know how to "make it beautiful".
