How easy is it to implement monitoring from the server side of another computer?

There is a server (Linux) and a computer (also Linux) behind nat.
The task is to monitor the computer and if the computer is not available - execute a script.
And it doesn't matter for what reason the computer was unavailable (the network fell off, turned off).
