How does wordpress include the style.css file automatically?

I wanted to do something like this, set up .htaccess, now all requests go to the index file, tried to connect style.css from above, but then dotype html is not displayed, in other words, it looks like [head] -- style.css -- [/ head ], followed by dotype html and then [html]...[/html]

preg+ob?
You can delay all ob_start() output caught by preg_replace() and output. I once did something similar.
