How does the swap file work under these circumstances?

If the programs are distributed over two volumes on the hard disk, and the paging file is located on only one of them. Does it somehow affect the speed of access to it? .. Is it possible to put a swap file on each of the volumes, and is there any point in this?

The location of the paging file does not affect the access speed, the access speed will be affected by the bandwidth of the drive.

If the disk is hard (mechanical, not SSD), then the swap should be thrown as close as possible to the beginning of the disk, i.e. on external tracks - there is a higher reading speed.
Putting one disk on 2 logical disks is useless and may even be harmful, because. moving heads back and forth takes time. It's also about mechanics.
