How does the server treat the video when viewing/downloading?
Let's say we have a one-page site that has 1 video file that can be viewed online (the download is not provided). We all know very well that videos can be downloaded even if no download is provided, using the download master, various extensions, etc.
The question arose: how does the server on which this video is stored relate to downloading this video using, say, the "fast video download" extension?
After all, the video, as I understand it, one way or another, when viewed on our computer, is loaded into the cache.
Does he understand that this vidos was downloaded or does he just count it as a view (when we download it)?

Depending on how the view is credited, if the player or JS script does it, then it will not notice non-browser tools and will not count the view. There are mechanisms when a unique link is generated for each view and records are kept on the backend side, then absolutely any video view will be taken into account.
On normal sites, an html player is used that loads the video from a unique link with a unique token valid for one session of a specific unique client. And if you transfer such a direct link to the video to another person, then he will receive an error and a redirect to the page with the player
