How does the ip network know about ip retries? and how does it turn off?

When I put the same ip on 2 computers in turn in the windows settings 1 - it connects and the status is Access to the Internet and after it 2 - and it cannot connect to ipconfig - a repeated ip is written. How does the router know about this and how does it turn off the 2nd computer. There is no such thing on Linux, only sometimes the Internet propodaetsya in turn. How does the computer tell the router to register with the network? After all, when it connects and if it does not ask through dhcp ip, then it should not send any packets to the network.

EMNIP, before setting the address, Windows makes an ARP request. If a response comes to it, then the IP address has already been issued to someone.

When packets with the same IP but different MACs arrive at the router, it considers that the addresses are duplicated.
Windows works the same way.
