How does the expired domain system work on Godaddy?

I don't know how it works? For example, a domain is being released - https://ua.godaddy.com/domain-auctions/inview-org-...
sort of like an auction with a reverse counter. I have been watching for several days now - this counter is reset to zero and then starts again again.
1. Is this an auction or can I buy this domain right away?
2. if the term - then what EXACTLY is the term for the sale of this domain?
3. What happens if I click buy? I will be charged the specified amount, but the domain will not be available?
4. if they take money from me, and the domain remains hanging and someone buys it more expensive - what will happen to my money?
