How does recovery mode work?

From the rules:

Users with negative karma (up to -30 inclusive) have a chance to return to the ranks of the hacked - once a week they have the opportunity to write a post or translation to any profile hub. Such posts will be marked "Recovery Mode" - if you're lucky, the community will appreciate the efforts and pull the user out of karmayama.

I want to post to a profile hub, a message is displayed that karma > 5 is needed, the same thing to a non-core hub.
Where to post and most importantly how?
