How does it work and who provides the 8-800 number?

Hello,
the company has a number like 8-800, no one knows how it works and who provides it.
1) I want to understand how the number works: Is it some kind of separate number that can be connected via SIP to an IP PBX or is it a number that is located somewhere at the telecom operator and has unconditional forwarding to organization numbers set on it?
2) How can I find out who provides this number?
