How does Facebook Custom Audience work if there is little information about the target audience?

Has anyone worked with Custom Audience on FB? Does it make sense to try if there is little information about the people I want to target? There is a name, a surname, a city. For some date of birth.
Imported 150 rows of data. FB writes that the audience is too small. The first and last names exactly match the profiles of people on FB.
There is a feeling that it does not work very well with Russian names and surnames, at least cities in Russian do not pass validation, I had to write in English.
In general, the situation is this - there are 400 people (links to their FB profiles are known), we want to show them ads on Facebook. I'm trying to set up Custom Audience, any advice would be greatly appreciated
