How does balancing work through citrix netscaler?

Hey!
There are very few details. There are 4 servers, each with 16 IIS bound to its own port. Netscaler has the rondrobin method set to save the connection by cookies. With a load of 90 users, I see an uneven distribution over the nodes. 2 servers took over the mail of 80% of users, one server was left without load at all. I can't figure out what's wrong.
