How to protect yourself from the downtime of an instance on Amazon?

Good afternoon everyone!
I have several instances on amazon, some have websites, others just have services. There is also S3 storage with backups. Instances are configured with an ALARM that is triggered if they fail checks. And over the past three months, two instances have already fallen simply without passing the test, the server remained unavailable. So far, services have fallen both times, instances with websites live (for now).
How would you solve the problem of the filer, in the event of such a fall of the instance?

create a second instance +
route53 has a healthcheck,
you can assign 2 ip and if 1 ip does not work, then the second one will be given
or use load balancer (ELB)
