How does Apache handle "same" directives with different values?

The matter is that in httpd.conf (Apache/2.4.6 (CentOS)) there is MaxRequestWorkers with one value and MaxClients with another. The server starts without errors. The documentation says that MaxClients is still supported: "MaxRequestWorkers was called MaxClients before version 2.3.13. The old name is still supported." . How will the server work at the start?
